Lagos State Government Signs Human Organ Transplant Bill into Law.

The Lagos State Government has officially signed the Human Organ and Tissue Harvest and Transplantation Law, a groundbreaking step aimed at combating illegal organ harvesting and ensuring ethical medical practices.

The law, introduced by the Lagos State Attorney-General and Commissioner for Justice, Lawal Pedro, establishes strict legal frameworks for organ donation and transplantation while criminalizing illicit organ trade.

Under this law, anyone who removes another person’s organ for non-therapeutic purposes or engages in illegal organ transplantation faces up to 10 years imprisonment and/or fines of up to ₦10 million.

The law also regulates organ donations, stipulating that they must be done voluntarily with informed consent, and prohibits the use of organs from minors or individuals who cannot provide legal consent​

The legislation contains specific clauses to prevent exploitation, particularly targeting ritual killings, trafficking, and unethical medical practices.

It includes provisions to regulate organ removal, transplantation procedures, and penalties for medical practitioners who bypass these rules. Additionally, the bill addresses cases where consent is coerced through force or deception, providing further protection against abuse​.

The Lagos State government hopes this law will not only protect residents but also set an example for tackling the growing global issue of organ trafficking.

This move aligns with international human rights standards and complements federal laws like the Trafficking in Persons (Prohibition) Enforcement and Administration Act​.
